Purchasing staff asked the court to approve a discretionary sole-source exemption for an ASPPM high-performance cold-mix asphalt product sourced from Waller County Asphalt. When the judge asked whether the product is proprietary, purchasing staff responded, "They are the sole providers of this particular blend."
