Commissioners approve $30,000 increase to Oracle/OPAL support contract amid transition concerns

The Douglas County Board of County Commissioners voted 5–0 to approve a first amendment to the contract with TruePoint Solutions LLC for consulting services and maintenance of the Oracle OPAL software system. The amendment extends services through June 30, 2027, and raises the contract maximum from $49,000 to $79,000.

Commissioner Hales, who had asked that the item be moved to the administrative calendar for discussion, said she wanted the public to know the board has concerns about the Oracle/OPAL transition even though she did not seek further discussion at the meeting. Hales said, “I have concerns about Oracle slash OPAL and ... I have heard from members of the building community in particular about the transition from the old system to the new system.” She added the topic will come back as a standalone agenda item for a fuller update.

The county’s community-development staff—identified in the agenda as Community Development Director Shrutant Dallaire and Deputy Community Development Director Andrea Pauling—were present for the item. No public comment was offered on the contract amendment. The motion to approve the amendment was made by Commissioner Hales and seconded by Commissioner Rice; the board voted unanimously to approve the contract modification.

The amendment provides short-term vendor support during the ongoing software transition; the board recorded that any broader policy or transition concerns will be discussed in a future meeting.
