Residents raise wildfire evacuation, maintenance and ethics concerns during public comment

Opening public comment included multiple presentations urging the county to address evacuation capacity, flood‑control maintenance and potential conflicts of interest tied to the stormwater task force. Doug Flaherty of tahoecleanair.org submitted an October 2024 evacuation analysis and warned that current roadway evacuation capacity in the Lake Tahoe Basin is constrained; he urged denial or delay of a nearby glamping project until comprehensive basin-wide modeling and roadway-capacity thresholds are established.

"The roadway wildfire evacuation capacity in Douglas Tahoe and the Greater Lehi Tahoe Basin is already dangerously constrained and beyond safe capacity," Flaherty told the board and submitted the report into the record. Other speakers, including Rachel Christiansen, urged the board to avoid appointing applicants with relationships that could raise the perception of bias: "Public confidence in this process starts with the people you choose to serve," she said. Several commenters also raised financial and maintenance questions: Jim Jackson noted an apparent unpaid developer receivable of roughly $60,000 and asked the board to publicly explain steps taken; Kim McGarry described unrecorded drainage easements (LDA 1083) and urged enforcement under NRS 278.3 before any new fees are considered.

Those public statements framed much of the subsequent stormwater-task-force discussion; commissioners and staff responded on process, funding and timeline matters and committed to providing more data and to rely on the task force and staff to produce deliverables and matching-fund strategies.
