Resident urges flexibility for RVs in flood zones as Title 20 is updated

During opening public comment, resident Rachel Christiansen asked the Planning Commission to reconsider proposed Title 20 changes affecting recreational vehicles and flood zones, saying the measures would unfairly burden people still recovering from the September 2025 flood.

"A trailer is not a luxury or convenience and essential part of recovery after a flood," Christiansen said, arguing that the proposed 180-day limit does not reflect how disasters unfold and that residents cannot plan to have repairs completed within an arbitrary timeline. She urged the county to provide flexibility for property owners trying to rebuild rather than imposing stricter standards than those applied to camping on publicly owned land.

Christiansen also raised equity questions about how the county enforces camping and waste-disposal standards on fairground property and whether the same penalties and fees would apply if the county acquires adjacent BLM land. Planning staff later acknowledged public concerns about RV storage and flood-zone rules during the Title 20 reformatting discussion and said online feedback on those topics has been substantial.
