Library showcases tool-lending program, asks city to help expand collection

Council members heard a presentation from library staff about a tool-lending program that lets patrons check out sets of power and home-repair tools free of charge.

A library staff member described the collection and rules: tool kits check out for 14 days to live-share patrons in good standing, with a maximum of three items per patron. "We have power tools," the presenter said, noting past purchases totaled about $2,500 and this year’s spending so far has been about $600. The presenter asked the city to consider partnering to add requested items — pressure washer, paint sprayer, and extra garden equipment — estimating roughly $3,500 for the proposed additions.

Council members and other speakers endorsed the concept as a practical, low-cost way to help residents make repairs and reduce blight. One council member suggested pairing the tool library with periodic hands-on demonstrations by retired tradespeople to teach residents how to use the tools safely. The library representative also described safeguards the library uses: signed patron agreements, maintenance checks on returned items and a waiver to limit the library’s liability.

If the council chooses to help expand the collection, staff said the library would aim to prioritize items that serve older residents and homeowners doing light repairs. The item remains a request for partnership; council did not take a funding vote at the meeting.
