Commission requests transit, recycling and comp plan data as climate plan proceeds

Members of the Planning Commission used the June 17 meeting to request additional analysis and documentation to support deliberations on the draft Climate Action and Resiliency Plan.

Commissioner Olsen asked for a summary of the city’s public transportation performance and ridership data, noting a perception that buses often run empty. "Could I just stop you just for a 2nd? How is our city transportation going? Because when I see buses, they're always empty," Olsen said. Staff replied that they do not manage the transit program directly but that an overview and memo on ridership and cost can be provided to the commission; staff said transit data is also being compiled as part of the comprehensive plan update.

Commissioners also asked about the composting pilot program; staff said enrollment is increasing slowly (about one signup per day) and that water‑efficiency rebates and other incentive programs are in place to support efficiency goals. Several commissioners emphasized the potential leverage from increasing reliable transit and walkability as a key route to reducing vehicle miles traveled and meeting emissions targets.

On the relationship between the climate plan and the comprehensive plan, staff said the climate plan may serve as an attachment and will be coordinated with the comprehensive plan update and Met Council requirements. The commission did not take action on the plan; staff will return with requested data and will forward the draft and comment summary to Council for the scheduled reviews.
