Council debates draft dispatch intergovernmental agreement as grant deadline approaches

City staff and the city attorney reviewed a draft intergovernmental agreement with Grant County concerning consolidation of dispatch services. Staff explained that language added by the city attorney was intended to protect the city from both losing levy capacity and then being charged annually for dispatch services; county representatives reportedly would not sign the draft with that language included.

City staff said the due date for a related grant application was that night (11:59 p.m.) and that county and city resolutions had been approved. Councilmembers expressed concern that the draft moved from a high-level commitment to negotiating an agreement toward premature numeric funding commitments; staff said the draft was intended to protect the city from long-term unanticipated liabilities.

Staff and the chief said operationally the sheriff's office and police department have prepared options and that the county study indicated dispatch consolidation could be handled without additional staff. "The biggest hang up is on the financial impact," staff said, noting an estimated $190,000 figure associated with transferred levy capacity and the need to ensure the transfer covers any additional costs. Council directed staff to schedule in-person negotiations and regular updates; no formal action was taken at the meeting.
