Commissioners approve state grant despite concerns that contract is "ambiguous"

Fremont County commissioners voted to accept a grant offered by the Office of State Lands and Investments after several members said the contract did not clearly define how the funds could be used.

Julie, a county official who presented the item, told the board the money was intended to help with the clerks'office'to send deeds to the federal Homeland Security system and to reimburse vendors if needed. One commissioner described the document as poorly defined: "It's the most ambiguous thing I've ever read," the commissioner said. Another commissioner urged the board to ask the state to clarify permissible expenses before accepting the money.

Despite concerns about scope, the board moved and approved a motion to accept the grant, with at least one recorded dissent. Commissioners said they would return a clarified proposal to the state if required and use any awarded funds primarily to backfill staff time spent complying with the new reporting requirement.

The grant was presented as a one‑time revenue source; the presenter described it as small and optional and said some neighboring counties had declined similar offers. The board did not adopt any specific expenditure authorizations at the meeting; staff said they would submit a proposal to the grantor describing how Fremont County would use the money to cover staff time and (if necessary) limited software updates.

What happens next: staff will prepare and send the proposed use plan to the state agency and return to the board if the state requires changes or if the county decides to reject the grant.
