Economic development team outlines TIF management, brownfields work and small‑business programs

Rockford’s community and economic development team briefed the council on organizational changes and program work intended to support local business retention and site redevelopment.

Sarah Elias and staff said the team now fields three coordinators aligned to priorities including Main Street businesses, manufacturing engagement and site readiness. Staff noted Rockford manages 31 TIF districts, two enterprise zones and a river redevelopment zone and that the city maintains an EPA brownfields grant portfolio (described in the presentation as $9,600,000) used partly as a revolving loan fund to support assessment, cleanup and redevelopment work.

Staff highlighted the Business Advancement forgivable‑loan program (offering up to $25,000 and run competitively this year) and the commercial corridor property revitalization rounds (two completed projects and a number in progress). They described 'Rock Visits' outreach—conversations with employers within TIF areas to identify constraints and opportunities—and partnerships with Illinois EDC (r2p2 pilot) and Heartland Forward to access customized data and investment readiness resources.

Councilmembers asked for program metrics and specific fund balances; staff said they would provide TIF balances and award details to the council and follow up on questions about remaining program funding and conversion rates from pre‑applications to completed projects.
