Commissioners hear proposal for Inland Rogue place-based water planning grant

Jackson County commissioners on June 16 heard a presentation from local conservation districts and watershed councils about applying for a state place-based water planning grant for the Inland Rogue region. Phil Smithstead, who identified himself as executive director with Jackson's Well and Water Conservation District, said the effort has involved regional outreach, a literature review and a stakeholder forum with about 100 attendees to determine needs and priorities.

"One of the first things that this grant will allow us to do is to, bring on some expertise and some a neutral facilitator," Smithstead said, describing grant-funded support to establish governance and a representative process. Presenters cited earlier state pilots (Harney, Upper Grand Ronde, Lower John Day and Midcoast) and said the program is voluntary and locally led; they argued a recognized plan can make the region eligible for implementation funding that typically requires prioritized actions in an approved plan.

Commissioners asked how state recognition would work and whether a recognized plan would create new legal authorities or be subject to appeal. An Oregon Water Resources Department staff member said she would follow up with specific statutory details and that, in the presenters' view, "I don't believe it's statute driven." Presenters acknowledged the plan itself does not automatically change existing laws but conceded that identified barriers sometimes prompt later legislative or administrative proposals.

Presenters said next steps include sharing example plans from other regions and returning with clearer answers on who may object, what a recognition process entails, and how the county could participate in the governance structure. Several commissioners said they want additional transparency and procedural protections before taking a position.
