Commission backs drafting parking reduction options for new multifamily development

The Monroe Plan Commission on July 9 directed staff to draft zoning-language options that could reduce parking requirements for new multifamily development, while asking for safeguards to limit impacts in older neighborhoods.

Administrator Mindy summarized the follow-up memo and earlier feedback, saying the previous meeting focused "more on the multifamily units and also specifically within the parking." She cited comments from a local inspector who "does support the reduction of parking to 2," and asked consultant Shannon Vandewell to prepare draft code language for the commission to review.

Commissioners emphasized different impacts for new development versus conversions of older single-family houses. Commissioner Ron Spielman described conditions on 25th Avenue where, he said, "you physically cannot meet another car" when vehicles are parked on both sides of the street. Several members said they were comfortable exploring a two-space standard for newly built units but asked staff to identify parts of the city—older neighborhoods with narrow lots and driveways—where a different approach may be needed.

Staff agreed to map affected parcels and return with text that distinguishes between by-right changes for new construction and targeted rules or conditional review for conversions, allowing the commission to review notification and zoning tools before any ordinance is published.

The commission did not adopt any ordinance at the meeting; it provided direction for drafting and scheduled a fuller presentation in October.
