The county's purchasing agent presented final rankings for RFP 20202026006 and recommended awarding the turnkey inmate-telephone system contract to Inmate Calling Solutions LLC. Purchasing staff said two firms were disqualified for offering financial incentives that the solicitation prohibited under FCC-related stipulations; the remaining proposals were evaluated and showed comparable rates within FCC caps.
