Webb County treasurer reports $298.6M portfolio; commissioners ratify bills and payroll

Manuel Vinals, chief deputy county treasurer, told the court the treasurer's office processed 422 invoices resulting in 284 checks totaling $3,649,055.03 and electronic fund transfers that included $5,496,085.92 in EFTs for the reporting period. He also reported combined county cash and investment balances as of May 31, 2026 of $298,569,876.24.

Vinals walked commissioners through payment ratifications and project payments that remain pending auditor approval, including site bills for veterans building rehabilitation and construction for the 184 Pavilion. "For ratification today, the court is being asked to approve 19 invoices resulting in 15 checks totaling $14,000,002,234,125 dollars and 70¢," he said while later clarifying the line‑item totals and explaining those items would be approved once the auditor finishes review. The court moved to approve the pending checks, ratifications and regular payroll items on motions from the bench; a roll‑call vote was taken and the motions carried.
