Morgan County Attorney Kathryn Sellers presented an updated Road Use Agreement template on Aug. 5 intended for use with solar, battery energy storage systems (BESS), and wind projects. Sellers said edits include changing the term 'applicant' to 'permittee,' adding new requirements, and clarifying prospective costs that a project permittee would be responsible for.
