Star Valley Ranch council approves solar ordinance, 4-1 vote over pole-mounted systems

The Star Valley Ranch Town Council approved Ordinance 2025-04 (Title XV, Chapter 154) regulating solar systems in the town, including newly reincorporated rules for pole‑mounted systems. Councilman Ellis conducted the third reading and moved to approve the ordinance; Councilman Toolson seconded. The motion passed 4–1, with Councilman Bitter, Councilman Ellis, Councilman Toolson and Mayor Rok voting yes and Councilman Merrill voting no.

The ordinance specifies that the Town Building Official will make the initial determination on proposed solar placement; if the Building Official denies placement, the applicant may seek review from the Planning Commission and, if necessary, appeal to the Town Council. Resident Lee Hansen asked whether the ordinance requires neighbor approval within 300 feet and whether pole‑mounted panels could be placed in front yards; the Mayor said those placement questions are first handled by the Building Official and subject to the permit review process. Councilman Merrill stated she opposed the pole‑mounted option, noting she is not aware of other municipalities that allow such installations.
