How Hillsborough County’s evaluation committee scored proposals for RFP 2600332

During an Aug. 27 meeting, the evaluation committee for Hillsborough County’s procurement office described the scoring method it used to evaluate five proposals in response to RFP 2600332. Chair Ms. Willett said the scoring would proceed in alphabetical order and that members would provide scores in a round‑robin; discussion would occur only when members lacked a clear consensus.

Committee members assigned per‑criterion points (several criteria allowed up to 3 points per subitem) and discussed evidence such as prior project lists, timeliness of reporting, and monitoring/compliance history when deciding scores. Julian De Onnes, a senior buyer, told the group he would verify the recorded consensus scores with the chair and provide a final ranking once verification is complete. The committee also reiterated that procurement communication restrictions related to the solicitation remain in effect for five business days.
