Board sets second hearing for developer agreement with ice plant developer
First of two public hearings was held for a developer's agreement between Indian River County and Carapa Land Holdings LLC for an ice manufacturing plant; staff said the agreement would reimburse the developer for certain utility improvements and the board set a second hearing for Sept. 15, 2026.

Deputy county attorney Susan Prada told commissioners the proposed developer's agreement with Carapa Land Holdings LLC applies to an industrial ice manufacturing plant west of town (east of 90th, between 16th and 17th Place) and would reimburse the developer for utility improvements that exceed the developer's fair share when future connections occur.
