Town Manager Suzanne Harvey told the Council the Town's procurement code has not been updated in years and that current thresholds are outdated. At present, projects over $10,000.00 require a formal RFP, which she said discourages vendors from participating. She proposed requiring three quotes for modest purchases rather than a full RFP and requested authority to approve emergency expenditures up to $35,000.00.
