Kevin Hassett of ZCS Engineering told the board the work will focus on Silvercrest Elementary's library and music building and that ZCS is the structural and architectural consultant on the project. He explained the CMGC procurement method, saying it emphasizes qualifications and early contractor involvement rather than low bid: "The construction manager, general contractor, CMGC, method, basically, you hire the contractor based off of qualifications," Hassett said.
