Perkasie panel backs chicken-keeping changes, asks for clearer definitions and waste rules

The Perkasie Planning Commission recommended sending amendments to the town's Keep of Fowl ordinance to Borough Council after commissioners raised questions about enforcement, waste removal and species definitions.

Commissioner Dave Weaver asked whether construction-material requirements in the draft could be enforced, and Borough Zoning Officer Cassandra L. Grillo said they could. Assistant Borough Manager Linda J. Reid noted that "the ordinance requires chicken coops to be kept clean, dry, and odor-free," but the draft does not currently require a formal waste-removal plan; she said such a plan could be added. Commissioner Quinten Baker asked for clearer definitions of "rooster" and "male chicken."

The Commission voted to recommend the amendments to Borough Council with two conditions: the Borough Solicitor should clarify the definitions section to explicitly exclude male chickens, and the draft should add a provision setting waste-disposal and removal requirements. Mairi Schuler moved the recommendation and Heather Nunn seconded; the motion passed with Kelly Laustsen recorded as opposed. The recommendation will go to Borough Council for consideration, as noted by staff.
