Commission approves Dollar Tree relocation into larger Main Street storefront

The Hesperia Planning Commission approved CUP26-0006 on May 14, allowing Dollar Tree to relocate into a vacant 16,921-square-foot building at 15510 Main Street. Staff informed the commission that a May 19, 2026 ordinance requires conditional use permits for single-price overstock discount stores (spods) exceeding 15,000 square feet, so the relocation required review. "They will be under contract to buy the building," Ricardo Hurtado, Dollar Tree real estate manager, told the commission, adding that ownership would allow the company to better control site upkeep.

Commissioners raised concerns about whether moving the store across Main Street would shift problematic activity from the old location or create a new concentration of similar stores. Staff and the applicant said the relocation will not increase the total number of store locations citywide and that the company plans building improvements, removal of the garden center and drive-thru, and no outdoor merchandise displays. Staff noted that code enforcement conditions were added to the CUP so continued calls for enforcement could trigger a future reconsideration of the permit. The commission approved the resolution with a 4–1 vote.

The applicant said the new store will be larger — roughly 17,000 square feet, about 3,000 square feet larger than their existing location — and that they expect to maintain or increase the refrigerated/freezer sections that some larger sites include. Staff recommended the permit with conditions to address upkeep and the potential to return to the commission if the site fails to meet code enforcement standards.
