Chair (S2) flagged uncertainty over whether the local code treats tiny homes as manufactured units or as new construction. "It talks about manufactured tiny homes. It doesn't talk about you build the tiny homes," he said, and staff (Fran) agreed that new builds would follow building‑permit review rather than the manufactured‑home path.
