City Manager Cody Nicholas told the council that Twin Rivers Exploration requested permission to operate only on Highway 69 to perform an ultrasound of the ground in search of hydrogen; the company asked the city to delay signing the IDOT permit until council members can observe a demonstration planned later in July.
