Residents press county for measurable protections in data‑center rules

Dozens of residents and technical experts addressed commissioners during the public hearing on Section 8.22, urging measurable standards and independent oversight rather than guidance language.

Speakers pressed several central themes: require meaningful, technical review of behind‑meter generation and fuel storage before approval; adopt measurable noise standards and testing procedures; set defensible setbacks and acreage standards tied to documented impacts; and require independent monitoring paid for by applicants. Nancy Nelson urged the board to replace subjective phrases such as "minimize impacts" with numerical noise limits, testing protocols, and independent verification. "How does an applicant prove compliance? How does a neighbor demonstrate violations?" she asked.

Multiple speakers—including David Fleece and Diane Hibner—recommended that the county require applicants to disclose projected electrical demand, energy storage, substations and fuel systems before approval so planning staff and utilities can assess cumulative impacts. Martin Moore suggested a continuing compliance office or officer to track monitoring results, complaints and inspections over the life of a facility.

Commenters repeatedly asked the board to combine the county's regulatory framework with the community draft's more detailed standards but to have counsel refine technical language for legal defensibility. The testimony directly shaped several of the staff edits incorporated into the final resolution.
