Chair Lenny Davis introduced House Bill 47‑57 as legislation to "codify parents' primary authority" over their children's upbringing, education and health care, saying the bill improves transparency and creates an administrative review process before civil suits. "Parents, not government agencies, have the primary authority to direct their children's upbringing, education, and health care," Davis said in opening remarks.
