During floor consideration of the rules resolution, members moved to recommit the measure to the Rules Committee for further discussion. The motion to recommit prompted a roll call and a separate motion to table. After counts were closed, the presiding officer announced, "By a vote of 65 to 37, the house tables the motion to recommit." The tabling vote removed the immediate effort to send the package back to committee and paved the way for floor amendments and final passage.
