Councilmembers asked whether the City could require community benefits from data center developers and how compliance would be enforced. Councilmember Tracy Hinz asked whether legal remedies exist if a developer failed to deliver promised benefits. City Attorney Soren Mattick said the City can enforce clear regulations and agreements and noted that while cities can require park dedication or statutory fees tied to subdivision authority, they generally cannot mandate broader social programs as a condition of approval.
