Sen. Cash told the Senate he could not in good conscience support H 5683 because in-person early voting had already begun and substantial ballots were cast. "As of noon today, over 26,000 votes have already been cast," Sen. Cash said on the floor as he explained his decision to oppose cloture and a fast-tracked change to election timing.
