The South Carolina Senate advanced S 52, a comprehensive DUI reform bill, after adopting a committee amendment and several floor amendments during extended floor debate. Senators debated enforcement measures, testing procedures and new penalties as the measure moved through the special-order calendar. "This amendment does two things... the penalties are the same," said Senator Hembree, explaining a legislative reorganization intended to clarify the criminal conduct listed in the bill (Senator Hembree).
