Senate adopts DOT modernization amendment to credit local funds toward priority projects

Mar 19, 2026

Senate adopted an amendment to the DOT modernization package clarifying that local contributions (including 1¢ programs and other dedicated local funds) count toward a locality's priority for DOT projects and do not force counties to accept roads without mutual consent.

The full story

During third-reading consideration of a DOT modernization bill amendment, senators debated how local contributions should factor into the state's DOT priority list. Senator from Dorchester (Speaker 10) explained that the amendment ensures that communities that dedicate funds — whether via a 1¢ program or other local contributions — receive consideration for the next priority project in their area rather than being penalized. "It just means that the next priority project in that community would be considered," Speaker 10 said, stressing that local funds would remain in the community when DOT takes on a project.
