Presenters said the gravel‑pit site will require flipping and compaction of about 4 million cubic yards and import of 500,000–1,000,000 cubic yards of new fill; board members and staff emphasized settlement times, clay lining for lake features and the high financial risk developers face.

Project representatives told the EDA that the Eagle Point site — a former gravel pit with depths of 70–80 feet — will require extensive remediation and engineering before homes or buildings can safely be built.
