Program manager says limited grant funding keeps LEAD team understaffed

Rebecca Schilling told the council that the Hood River–Wasco LEAD deflection program has limited staffing despite demand: the two counties share $600,000 under the current award and the program has enrolled 15 participants since March 2025 with 76 referrals. She urged additional funding and tracking metrics to compete in the 2027–29 biennium.
