At the end of the work session Chair said he would follow up with an email to staff (the clerk and the manager) with recommendations stemming from the discussion on temporary RV habitation and the transition plan. Commissioners asked staff to prepare a timeline for a phased phase‑out, a cap on new permits, and to document constraints tied to Garden City and waterfront options.
