City staff presented changes to Chapter 24 of the city code to clarify residential and commercial solid-waste services, establish cost-recovery provisions for noncollectible curbside materials and create a user-fee structure for brush collection. Staff said the proposed brush fee is intended to recover a portion of collection costs and make the distribution of expenses more equitable.
