Multnomah County finance leaders described operational changes to travel, training and procurement designed to reduce duplication and speed transactions. Eric Cardiano, the county’s chief financial officer, said the county created a single travel and training unit that handles requests end‑to‑end so departments with limited staff no longer risk stalled travel approvals.
