During commissioner comments at the end of the July 22 meeting, Commissioner Keith Trout asked that staff recommendations be included earlier in packet materials and said that, in Lyon County practice, special‑use (conditional‑use) permits are attached to the property owner rather than the land. Commissioner Eric Bodenstein said he disagreed with that approach.
