Trustees ask for more data before raising procurement approval thresholds

The policy committee discussed proposed adjustments to procurement and contracting practices intended to speed purchasing for campuses while preserving oversight.

Mr. Bates explained the proposal: keep legal review for contracts over $100,000, allow procurement officers to handle routine buying under board-approved budget authority and require board approval for contracts above $250,000. "This will allow us to move just quite a lot faster," Bates said, noting other large districts use similar thresholds. Trustees pressed for data showing how the change would affect transparency and timeliness and requested examples from neighboring districts. Trustee Leverage said the public needs to understand who is paid for what and asked staff to present regional comparisons before any board vote. The trustees agreed to table the policy to the October board briefing so staff can present a dashboard and comparative benchmarks.
