Amos Jo Quinn, a civil engineer with Kimley Horn and Associates, told the Development Review Committee that the Garden Bluff project will ultimately propose about 1,007 dwelling units and that the submission under review is the project’s first phase, comprising 266 units. "We are just applying for the 1st phase of this project today," Quinn said, describing access from River Bluff Parkway and a planned future connection to McQueen Road.
