Department sets transaction rules: all spending in Class Wallet, tech purchases blocked until verification
The Department of Education told the ESTF Review Panel that all ESTF transactions must occur inside the Class Wallet platform, reimbursements are not allowed, and the department delays high‑value technology purchases (tablets, laptops) until enrollment verification to avoid ineligible purchases.

Mika Chiles emphasized that every ESTF transaction must occur within the Class Wallet platform and that the department does not allow reimbursements: "Sometimes you'll hear other states refer to parents being able to reimburse, or get reimbursed for spending. That is not part of the ESTF program." She said the curated marketplace and transaction review protect both parents and the program.
