Working group narrows options for board composition; 14-seat compromise considered

The Linn County Solid Waste Agency working group spent the bulk of the meeting debating how to redraw the agency’s governing board so no single jurisdiction could make unilateral decisions. Chair opened the item noting the "first item is to discuss board composition options and voting threshold frameworks," and members offered multiple numerical models and voting rules to balance Cedar Rapids, Marion, Linn County and smaller communities.

Participants proposed options ranging from a modest expansion of the current nine-seat structure to a 14-member model that would allocate most seats to Cedar Rapids but include dedicated seats for Marion, Linn County, and small towns; one version would require a 50%-plus-one voting rule modeled on MPO practice. "Cedar Rapids would stay at 6. Linn County would stay at 2," a member summarized as an example of a proposed allocation. Members asked staff to return with homework on eligible appointees, term lengths, and communication protocols so the group can refine a formal recommendation at the next meeting.
