Ronnie Knox told trustees that accountability starts with the Texas Essential Knowledge and Skills (TEKS), then described the STAR assessment as the mechanism to measure what students know and what they can do. "Why do we assess? The reason that we do assessments is to gather evidence on what they've learned," Knox said, framing assessment as a diagnostic tool for districts.
