Lee Rosenblatt with CVG and the applicant’s civil engineer explained that prior approvals and requirements from resource agencies shaped the project footprint and reduced the usable area. Rosenblatt said the detention/water‑quality basin and an underground stormwater system that serves Neighborhood 5 limit where homes can be built and where access roads can be placed.
