Panelists debated the appropriate evidence base for policy. One witness cited numbers drawn from an online database (heatcheated.org) that collects incident reports, while a moderator and others pointed to the Washington Interscholastic Activities Association (WIAA), which panelists said reported far fewer cases — roughly "5 to 10" in a given year.
