Staff member (S1) told the committee the amendment would bring the regulation into step with recent statutory changes, citing "section 59 29 to 1 20 a" and saying the rule would drop the phrase "including the study of and devotion to American institutions and ideals." S1 said the change is intended to "align with that 26 of 2021."
