Committee discusses e-bike ordinance changes, helmet rule for under-18s and enforcement challenges

After three council readings, staff outlined proposed e-bike rule changes — allowing Class 1–3 e-bikes on shared-use paths with motor engaged and requiring helmets for riders under 18 — and the committee raised enforcement, sidewalk gaps and local roadway questions (e.g., 25 mph streets with no sidewalks).

Staff member (S5) reviewed the ordinance language captured from council and said the change would permit Class 1, 2 and 3 e-bikes to use shared-use paths with motors engaged and remove an explicit speed limit on those paths in favor of officer discretion. S5 noted, "Helmets are required for under the age of 18 for any type of ebike use," and said the emphasis will be on safe operation and allowing police discretion when conditions vary.
