Kelsey Carter told the board that the citys passive parks have inconsistent signage and rules that have not been codified for more than 20 years. Staff recommended codifying park rules that would limit use to dawn-to-dusk, prohibit amplification and inflatables, and prevent any exclusive rental or reservation that excludes the public.
