Kelsey Carter, manager of development services, told the board the department plans to propose amendments to Chapter 78, Article 3 (parades, assemblies and demonstrations) and to update related policies and permit processes. Carter said the current application window (five calendar days) is too short in many cases and that staff will recommend longer lead times for higher-impact events.
