Sam Cooper of the planning department presented an owner‑requested annexation to bring Tax Map 93, Parcel 84 (about 1.7 acres) into Kingsport for combination with an adjacent 41‑acre parcel designated for Project Inlet. Cooper told the board the annexation is a "0 cost annexation" because the larger site already has city services, and the planning commission sent a positive recommendation. The public hearing notice was published Aug. 6, 2026; no members of the public spoke on the annexation during the hearing.
