Deputy Chief Brian Hughes told the committee that staffing is one factor in response times, but that how resources are used and the increasing complexity of some incidents also matter. "A single high risk incident can require significant number of patrol officers to establish containment, protect the public, and manage the initial response," Hughes said as he prefaced the bureau's presentation.
