Planning commission hears annexation request for 38.96-acre Cottonwood Ridge site

The planning commission held a public hearing on an annexation request for approximately 38.96 acres at the east end of East Pine Street. Staff recommended that the commission find the annexation meets the code criteria—contiguity, consistency with the comprehensive plan designation (residential), and the city's buildable lands inventory showing a need for additional housing—but stressed that sewer capacity is a gating issue for ultimate development.

"Sanitary sewer is most significant. Sewer mains are located near the property but the downstream system ... is currently identified as being in maximum capacity," staff said when explaining the infrastructure constraints. Staff emphasized that annexation alone does not authorize immediate development; the applicant must demonstrate adequate sewer and domestic water service in subsequent detailed plan applications.

Staff also explained the two-application structure: annexation is a recommendation to city council while the conceptual master-plan development would be decided by the commission and could be conditioned with traffic and stormwater upgrades at the detailed-plan stage. The staff report and draft order recommended approval of annexation to medium-density residential with conditions that require later infrastructure analyses and compliance with code criteria.

Public commenters asked the commission to review written testimony and questioned whether the city needs the land now, citing the buildable lands inventory and state law changes affecting future public review. Staff and the city attorney advised those concerns are relevant to the commission's findings but that detailed infrastructure answers would come with future master-plan and engineering submissions.

The annexation recommendation will, if approved by the commission in its final order, be forwarded to city council for a decision on final annexation.
